Roger Baker


Roger is a strategic communications adviser who has provided senior counsel and delivered impactful campaigns for governments and political parties across the world for over 20 years.

Roger leads Consulum’s Bahrain office, providing strategic insight and management of reputation enhancing campaigns for clients across the Gulf region.

Prior to joining Consulum, Roger was Director of Communications for the UK Labour Party under prime ministers Tony Blair and Gordon Brown and then Chief of Staff to Yvette Cooper as Shadow Foreign Secretary. This was followed by leading inward investment strategy for the Northern Powerhouse, stimulating FDI and economic growth in the largest region of the UK.

He has devised political communications strategies in the UK, Europe, Asia, and the Americas with specialisms in political campaigns, counterinsurgency and security policy, and FDI.

Roger has worked with a number of governments providing counsel on climate change, FDI, energy transition strategy and government relations.
