David Kingsmill-Moore is a Partner with Consulum serving on the Integrated Government Advisory Practice.

David’s expertise in strategic and policy-related communications covers a range of sectors and disciplines. He is deeply experienced in the GCC government sector having spent 12 years working in the UAE, Saudi Arabia and Bahrain for leaders in organisations including CEDA, Saudi Aramco and the Public Investment Fund (PIF) as well as a number of Saudi government ministries including Foreign Affairs, Economy & Planning, Health and Housing.

Previously, David spent a decade with Kekst CNC and served as Head of the Middle East business for six of those years, expanding its footprint and establishing a strong presence in Saudi Arabia. He was then appointed Head of Kekst CNC’s crisis and issues team for Europe, the Middle East and Asia and has more than 20 years advising on high-profile crisis situations including lobbying scandals, healthcare failures, aviation accidents and global regulatory investigations into greenwashing across the finance sector.

He has decades of experience advising organizations on strategic growth, transformation and protection with a client list that has included SABIC, ALJ, NEOM, The Royal Commission for Riyadh City, Riyadh Art, flydubai, Majid Al Futtaim, Mubadala, TAQA and a range of investment banks and global law firms.
